Should South African web design differ from other countries?

South African web design needs a different focus than most first world countries. South African internet users are hampered by very expensive bandwidth. South African Web designers need to take this into account when creating websites for their clients. In Our cities we have reasonable access to bandwidth but even in a Provincial Capital like Nelspruit 4 kms out of town limits you to GPRS or Telkom.
